Joe represents a wide range of clients in governmental investigations and prosecutions, compliance enhancement initiatives, and domestic and international litigation and arbitration.

Joe has particular experience with anti-corruption laws, corporate governance, SEC enforcement, and Multilateral Development Banks. He is a regular author and presenter on the US Foreign Corrupt Practices Act (FCPA) and related international anti-corruption laws.

Client Work

Joe’s experience covers the life cycle of a governmental investigation, from avoiding potential violations to dealing with inquiries and prosecution. Representative matters include:

  • Updating clients’ compliance policies and procedures to reflect current best practices.
  • Conducting anti-corruption due diligence of third-party agents in Latin America and Eastern Europe.
  • Designing and conducting pre-acquisition due diligence to uncover corruption risks.
  • Coordinating with foreign counsel in dozens of countries to advise on local anti-corruption laws.
  • Designing and conducting internal investigations into alleged fraud and other misconduct.
  • Defending individuals, multinational corporations, and non-profit organizations accused of corrupt practices.

Joe has particular experience with Multilateral Development Banks, including:

  • Independent compliance monitorships of large multinational corporations pursuant to settlements of World Bank Group debarment proceedings.
  • Advising on the internal rules and procedures of the World Bank and Inter-American Development Bank.
  • Defending individuals and companies accused of fraud by the Inter-American Development Bank.

Joe also has particular experience in SEC enforcement matters, including:

  • Representing individuals and corporations in insider trading investigations.
  • Contesting SEC charges of securities fraud, broker-dealer and investment advisor rule violations, and related allegations.
  • Settlement negotiations on behalf of individuals and companies.

Joe’s compliance work has involved travel to 15 countries on 6 continents. He also has experience with civil litigation in state and federal courts, and international arbitration cases including investor-state arbitration, state-state boundary disputes, and other matters.
